Riverside County CASA of the Month – June 2024

Payton*, a resilient 12-year-old boy, entered the child welfare system after experiencing general neglect and physical abuse. At the time, he was struggling with remaining in a placement, exhibiting aggressive behaviors, and facing difficulties in school as his reading skills were at an early primary level. Then he met Elizabeth or “Libby,” his Court Appointed Special Advocate (CASA). CASA Elizabeth’s knowledge, patience, commitment, and professionalism have made her an exceptional CASA for Payton. Her expertise in individualized education programs (IEPs) has empowered her to be a fierce advocate for ensuring that Payton’s educational needs are met, and she is in constant contact with Payton’s special education teachers. With many fluctuations in Payton’s performance and attendance in school, CASA Libby continues to be a steadfast presence for him and always looks for creative ways to make progress toward improving Payton’s reading level and academics. Despite his difficulty in school, Payton is friendly, energetic, and generally well-liked by his peers. He has good leadership skills and enjoys participating in math class.

CASA Libby has also built excellent relationships with caregivers, social workers, teachers, and Payton’s father, who is completing his reunification Court mandated services. She works hard to ensure that Payton benefits positively from his therapy and services and that the Court hears his voice. For example, when Payton shared that he did not like taking a specific medication because it impaired his ability to learn in the classroom and be alert, CASA Libby listened and then communicated with his teachers, caregiver, and psychiatrist to share information regarding his behavior and medication to help determine the right treatment plan for Payton. Additionally, as Payton spends time with his father for unsupervised visits, CASA Libby has also advocated for family counseling when appropriate to process feelings and issues stemming from the separation, learn how to handle difficult situations, and re-establish their bond.

Payton is always polite, well-mannered, and considerate with CASA Elizabeth. They enjoy eating Chinese food, shopping on special occasions like his birthday and the holidays, and playing basketball. CASA Libby knows that Payton is very athletic and highly motivated by sports, so she attends his soccer and basketball games to show her support, which Payton appreciates, having told CASA Libby that he likes it when she is at his games. Unfortunately, Payton recently got into trouble, and although scheduling a visit to see him was difficult, CASA Elizabeth did not give up until she could visit Payton. Her determination has proven that she will support and advocate no matter where he goes or ends up. While things are more uncertain than ever for Payton, he knows one thing for sure: CASA Libby will show up and be by his side.

Not every part of a CASA’s journey with their assigned youth is smooth sailing. Sometimes, obtaining services is an uphill battle; things may feel like they move at a glacial pace, and then something unexpected happens. You have to pivot quickly to ensure the child’s best interest remains the top priority. Nonetheless, together, you navigate these challenges, support them as they grow up, give them the space to be a child, celebrate the small victories, and help them see they are full of potential. CASA Libby has done this for Payton, and her unwavering support continues as he faces new circumstances where the odds are likely stacked against him. CASA Libby’s commitment and dedication are a testament to the profound impact of a CASA volunteer and the inspiration it provides to advocate for those who need it most.
